Yes, pretty much you submit it like a normal deviation.
there are a couple things that may be the problem:
1. Your putting in the wrong category. (Put it in Animation and Games)
2. The gif is to big (pixels). You would have to make one smaller OR go to gifworks and make it smaller.
3. The gif is too big (Megabites).
